State Legislature delivers answer to UC Berkeley enrollment freeze

The bill, set become law as soon as it is signed by Gov. Gavin Newsom, will exempt enrollment changes at public universities and colleges from CEQA, the law that birthed UC Berkeley's enrollment freeze.
